California’s “e-waste” Recycling Fees
e-Waste - Electronics Recycling in California – A New Law for All of Us

On Jan. 1, 2005 a new law was developed by the State of California. This program has become the first of its kind in the United States, and is known as the Electronic Waste Recycling Act of 2003 (SB 20 and SB 50). Contractor’s A/V.com wants to be environment friendly, and would like its customers to understand how the e-Waste Program will affect purchases.

The program has been created in response to the ever-evolving problem of increased waste due to the growth of electronic devices. Of course, it is not only a problem for Californian’s; it is a problem that the entire world needs to address.

As a result of this law, purchases of specific types of electronic devices, primarily video displays, require the charge of a nominal e-waste fee that is then passed to the state of California.

Here are some frequently asked questions (FAQ’s) regarding the Electronic Waste Recycling Fee:

Q: Who must pay the fee?

A: The fee is charged to all “End-user” consumers. Those with wholesale accounts or Resellers are exempt from the fee when a purchase is made from CAV. However, the State of California indicates that individuals, enterprises, federal institutions, state governments, local governments, and educational institutions must pay the e-Waste fee.

Q: Under what circumstances will I have to pay the fee?

A: When you make a purchase that qualifies for the fee, the appropriate e-Waste fee will be added to your shopping cart item list and added to the subtotal of your order.

Q: What types of fees are necessary, and what kinds of products do they affect?

A: The e-Waste law indicates that products that have a video display that measure more than four inches wide must have a fee charged. All kinds of video displays are subject to the fee including CRT (Cathode Ray Tube) and LCD (Liquid Crystal Display) type products.

Q: How is the e-Waste fee applied, and to whom?

A: As mentioned previously, Contractor’s A/V.com just “Collects” the e-Waste fee, and then they are passed-on to the state of California. They then distribute the funds to various organizations for the sake of e-Waste recycling, etc.

Q: What are the various fees?

A: Currently, here are the three categories:

  • Video displays larger than 4 inches, but less than 15 inches get a $6.00 fee.
  • Video displays larger than 15 inches, but less than 35 inches get an $8.00 fee.
  • Video displays larger than 35 inches get a $10.00 fee.

Q: What about product refunds? Will I be refunded the fee if I had paid the e-Waste fee?

A: Due to Contractor’s A/V.com great pricing, we must charge a restocking fee on some types of returns. Please see the Terms of Use Section for more details. However, you will get a credit for an e-Waste fee charged if a restocking fee was charged. If a product is exchanged (returned for another), we are required to charge another e-Waste fee for the item replacing the previous one. This is due to the fact that each product that we sell or replace (that qualifies for the fee) must have the fee charged.

Q: Are taxes applied to the Waste Recycling Fee?

A: The e-Waste fee is not subject to sales tax.

Q: What is “e-Waste” according to the State of California?

A: “e-Waste” is the term that the State of California uses to describe electronic products that are approaching ending their “useful life.” These include many types of electronic products. As of now, only some of the products qualify for the e-Waste fee.
